U.S. Small Business Administration's Deputy Associate Administrator, John Miller is scheduled to attend America West LIVE and IN-PERSON with us and will provide an update from the Office of Capital Access during our opening session on March 16th.
John Miller serves as Deputy Associate Administrator for the Office of Capital Access (OCA) and is the highest-ranking career official in that office. Reporting to Associate Administrator for OCA, Patrick Kelley, John leads the policy, technology, operations and oversight for SBA’s Capital Access lending and surety programs, including the flagship 7(a) Business Loan Guaranty Program, the 504 Certified Development Company Loan Program, the Microloan Program, and the Surety Bond Guaranty Program. John is also responsible for the SBA’s pandemic capital access programs: the $800 billion Paycheck Protection Program (PPP), the $400 billion COVID EIDL Loan Program and the Restaurant Revitalization Fund. His responsibilities also include managing the SBA’s $500 billion portfolio of direct and guaranteed loans, which at its height in 2021 exceeded $1.2 trillion.
In July 2022, John’s portfolio expanded to include SBA disaster lending, including the policy, technology, operations and oversight for the Physical Home and Business Disaster Loan, Economic Injury Disaster Loan (EIDL), and the Military Reservist EIDL programs.
Previously, Miller served as the director of national operations for SBA’s business loan programs and was responsible for the SBA's loan operations centers and loan portfolio management. He joined the SBA in 1999 in the Seattle District Office. Prior to that, Miller served at the Federal Deposit Insurance Corp. for eight years as a financial analyst in Irvine, California and San Antonio, Texas.
